We will end the session with a Q&A and a quick poll. We have two speakers today, as you can see. So, we are very honored to have Mr. Melwin Lee with us today. He's an assistant director with the National Library Board. He has a strong passion for technology and innovation, and he constantly keeps himself updated with the latest in tech trends. He's also a strong advocate of Agile and DevOps practices in the software development life cycle. And we also have Mr. Eric Tan, our Solutions Architect from Google Cloud. He has 20 years of experience in the IT industry and has spent the last 10 years focusing on cloud technologies. Now, without further ado, I'd like to hand over the session to Melwin to begin his presentation. Melwin, please. Thank you, Rachel, for the kind introduction. Hi, everyone. Good morning. I'm Melwin, and I lead the Digital Product division in the National Library Board. And my division is basically in charge of a lot of library apps, services, websites, and also the backend systems. Before I begin, I want to talk about how the public sector has been a key driver in digital transformation. And Singapore, we are one of the leading countries in digital government. And if you look at the definition of digital transformation by many of the analysts out there, they basically say that digital transformation is about using technology to improve the way we do things. But for me, I feel that it is more than just about technology. I think it is about the intersection of people, process, and technology. And that is how we will be able to truly transform our organization. So, how can we accelerate digital transformation? There are many ways, right? And I'm going to share some of my experiences and also what we have been doing in MLB. First of all, you need to develop a clear vision and strategy. Every organization, I think, we have a clear vision of what we want to achieve. And the key thing here is how do we align this vision with the overall organization goal? Okay. So, for example, for MLB, our vision is to be the learning marketplace for everyone. We want to provide opportunities for everyone to learn and to acquire new knowledge. And we do this through both digital as well as our physical offerings. And this vision is aligned to the national agenda of lifelong learning. And to enable us to achieve this vision, we have developed a five-year strategy roadmap that focuses on three key areas. Number one, nurturing a reading nation. Number two, connecting communities, and number three, inspiring a learning nation. So, for all the initiatives that we are doing in MLB, we basically tied back to these three strategic thrusts. And this is a good way to basically make sure that everyone is aligned in what they are doing. Number two, you need to build a strong digital culture. Okay.
[5:15:25]And culture, for me, I feel that it refers to the values, the beliefs, and also the practices within an organization.
[5:25:25]Okay.
[5:25:36]And to be able to transform digitally, you need to build a culture of innovation, one that embraces experimentation and also continuous learning.
[5:36:41]So, it is very important that we provide a safe environment for our staff.
[5:41:48]You know, they must feel safe to experiment, to try new things, and not to be afraid of failure.
[5:48:51]Because, you know, we always learn from our failure.
[5:51:00]And it is also very important that we empower our staff, you know, to make decisions and also to take ownership of their work.
[6:00:03]And we also must emphasize collaboration.
[6:03:04]No man is an island.
[6:04:10]So, in MLB, we like to say, you know, teamwork makes the dream work.
[6:10:20]So, it is important to collaborate both internally within the organization and also externally with our partners and stakeholders.
[6:20:27]And we also must ensure that we have a culture of continuous learning and also continuous improvement.
[6:27:27]Okay.
[6:27:38]So, we need to provide opportunities for our staff to acquire new skills, new knowledge, okay, and also to learn from industry best practices.
[6:38:38]Okay.
[6:38:44]So, this would then encourage them to basically adopt a lifelong learning mindset.

[6:44:48]Number three, you need to embrace new technologies.
[6:48:48]Okay.
[6:48:54]So, in MLB, we actually adopt what we call a cloud-first approach.
[6:54:02]So, for any new systems that we want to build or even enhance, we always ask ourselves, can we host it in the cloud?
[7:02:02]Okay.
[7:02:05]And the benefits of cloud, of course, are many.
[7:05:06]Okay.
[7:06:07]So, we have scalability.
[7:07:11]So, we can scale up and scale down as and when needed.
[7:12:15]We also have improved performance and reliability.
[7:15:19]And also, more importantly, cost effectiveness, right?
[7:19:22]Because we only pay for what we use.
[7:22:27]And besides cloud, we also make use of other emerging technologies.
[7:27:32]For example, artificial intelligence, data analytics.
[7:32:39]And we try to embed this into our applications to enhance our services to our customers.
[7:39:46]For example, the NLB mobile app has a personalized recommendation engine.
[7:46:54]This basically leverages AI and data analytics to provide book recommendations to our users.
[7:54:00]We also embrace technologies like microservices and APIs.
[8:00:07]This would then enable us to quickly develop and deploy new features and also applications.
[8:07:08]Okay.
[8:08:13]Number four, you need to enhance your cyber security posture.
[8:13:19]As we embrace new technologies, we also open ourselves to new risks, right?
[8:19:29]So, cyber security is not an afterthought, but it must be embedded as part of your digital transformation journey.
[8:29:41]So, we need to basically implement a comprehensive cyber security framework, one that addresses both your technology, your people, as well as your processes.
[8:41:41]Okay.
[8:41:50]So, we need to basically ensure that we have a strong authentication and access control mechanisms in place.
[8:50:00]We also need to encrypt sensitive data, and also ensure that we have a robust incident response plan.
[9:00:06]And more importantly, you need to conduct regular security audits and assessments.

[9:06:14]So, this would help you to identify potential vulnerabilities and also address them before they can be exploited.

[9:14:19]Number five, you need to partner with industry experts.
[9:20:29]So, in MLB, we have a very small team, and we do not have the luxury to basically have all the experts in-house.
[9:29:41]So, it is important to partner with the industry experts, with the vendors, with your service providers, and also with the academic institutions.
[9:41:51]So, this would then enable us to leverage their expertise and also their experience to accelerate our digital transformation journey.
[9:51:51]Okay. So, for example, we partner with Techsoft, for example, for our infrastructure and also our modernization efforts.
[10:01:12]And we also partner with Google Cloud, you know, to tap on their cloud platform and also to innovate new digital products and services.

[10:12:24]So, these are some of the ways that we have been doing in MLB, you know, to basically accelerate our digital transformation journey.

[19:43:48]So, it is embedded as part of our digital transformation journey.
[19:48:53]So, we have a very comprehensive cyber security framework in place.
[19:53:01]So, that basically covers a lot of things, you know, from our technology, our people, and also our processes.
[20:01:09]For example, you know, we do implement things like multi-factor authentication, we do data encryption.
[20:09:25]And we also ensure that our partners, you know, like Google Cloud, Techsoft, they are basically certified for the various standards like ISO 27001, for example.
[20:25:30]And we also do a lot of regular security audits and assessments.
[20:30:37]So, this would then help us to address any potential vulnerabilities before they can be exploited.
