[0:02]يشارك في هذا المؤتمر بالاضافة الى رئيس وزراء دولة فلسطين عدد كبير من وزراء الخارجية من مختلف قارات العالم و بالاضافة الى عدد من وزراء الدولة ووزراء المالية ونواب الوزراء وايضا ممثلين كبار عن المنظمات الاقليمية والدوليه وغيرها من مؤسسات التمويل الدوليه والمنظمات الامميه والدوليه العامله في المجال الانساني والمنظمات غير الحكومية وكما استمعنا سابقا فقد القت كل من جمعيه الهلال الاحمر المصريه وجمعيه الهلال الاحمر الفلسطينيه خلال الجلسه الماضيه عرضا مفصلا بالاحتياجات الانسانيه داخل قطاع غزه وتم التركيز كما استمعتم من قبل الى الاحتياجات العاجله لا سيما مع بدء فصل الشتاء وزياده الاحتياجات الانسانيه بشكل ملحوظ نتيجه للظروف الجويه القاسيه مثل الملابس الشتويه والاخطيه والوقود والتدفئه والاغذيه والمياه والرعايه الصحيه والاستجابه لايه طوارئ طبيعيه كالعواصف والامطار الغزيره كما ايضا تم التركيز على متطلبات التعافي المبكر في غزه واعادها اعادتها الى ان تصبح مره اخرى مكانا قابلا للسكني والعيش فيه السيدات والساده اسمحوا لي بهذه المناسبه ان اثمن الجهود المخلصه والمواقف الشجاعه التي تقوم بها قياده الامم المتحده ممثله في سكرتير عام الامم المتحده ونائبه السكرتير العام السيده امينه محمد خاصه فيما يتعلق بدعم الحقوق المشروعه للشعب الفلسطيني بما في ذلك دعم المؤسسات والوكالات الامميه العامله في هذا المجال وفي مقدمتها وكاله غوث وتشغيل اللاجئين الفلسطينيين الاونروا التي نعبر عن تقديرنا الكامل لما تقوم به من دور محوري وايضا نقدم التعازي شهدائها من الموظفين الذين قتلوا بدماء ورصاص الاحتلال الاسرائيلي لقد اصبح وقف العدوان في قطاع غزه ضروره ملحه وكذلك ضمان النفاذ الفوري للمساعدات الانسانيه والمواد الاغاثيه بشكل كامل وامن لكل المناطق بقطاع غزه واؤكد مجددا على ان المسؤوليه ان المسؤوليه كامله تقع على عاتق الدوله القائمه بالاحتلال على سلطه الاحتلال على اسرائيل باعتبارها قوه الاحتلال على ان تتحمل جميع مسؤولياتها لضمان النفاذ الكامل للمساعدات الانسانيه والعمل على الاحترام الكامل لقواعد القانون الدولي والقانون الدولي الانساني واتفاقيات جنيف الاربع فيما يتعلق بتسهيل وتوفير النفاذ الانساني خاصه من خلال فتح جميع المعابر التي تربط اسرائيل بقطاع غزه وضمان وصول المساعدات الى مستحقيها كما يقع على عاتقها كذلك المسؤوليه عن توقف تدفق المساعدات عبر منفذ رفح بعد ان تحولت المنطقه المتخمه للمنبر لمنطقه معارك تهدد العاملين في مجال الاغاثه والوكالات الامميه وقوافل المساعدات ونطالب مجددا ونؤكد على الضروره القصوى للانسحاب الاسرائيلي الكامل والفوري من الجانب الفلسطيني من المعبر وايضا من وتسليمه بطبيعه الحال للسلطه الفلسطينيه والانسحاب من محور صلاح الدين محور فيلادلفي وتسليمه ايضا للسلطه الفلسطينيه حتى يتسنى استئناف عمل منظومه النفاذ الانساني من خلال المعبر اخيرا السيدات والساده اؤكد لكم اليوم مره اخرى ان تسويه المظلمه الفلسطينيه هي جوهر الاستقرار في منطقتنا ولا مناص من الاستجابه الى المطالب المشروعه للشعب الفلسطيني تضمن بالتاكيد تحقيق تطلعات المشروعه في اقامه دولته المستقله والمتصله جغرافيا والتي تتضمن بطبيعه الحال قطاع غزه والضفه الغربيه ومن بينها القدس الشرقيه وندعو ونطالب كافه الدول والمنظمات المشاركه في مؤتمرنا اليوم الى العمل على اعلان مساهماتها وتوفير كل الدعم وحشد كل الموارد المطلوبه لتامين كميات هائله من المساعدات المطلوبه الى قطاع غزه فضلا عن العمل على الاعتراف بالدوله الفلسطينيه وتمكين الدوله الفلسطينيه من العضويه الكامله في الامم المتحده في اطار ايضا تسويه عادله وشامله للقضيه الفلسطينيه وفي نهايه حديثي نود التاكيد مره اخرى على ان اوهام وغطرسه القوه لن تحقق الامن والاستقرار لا لاسرائيل ولا للمنطقه وانه لا بد من المحاسبه ولا يسعني في هذا المقام مره اخرى الا ان اؤكد على جهودنا الكامله لدعم السلطه الوطنيه الفلسطينيه وتمكين هذه السلطه من القيام بواجباتها ومسؤوليتها في اداره قطاع غزه والضفه الغربيه وايضا اداره الحياه اليوميه للشعب الفلسطيني في القطاع ونؤكد مره اخرى على ان مصر ستظل دوما على موقفها الداعم لصمود الشعب الفلسطيني وعداله قضيته وترفض رفضا كاملا اي محاولات لتصفيه هذه القضيه من خلال التهجير سواء الطوعي بجعل القطاع غير قابل للحياه او ايضا التهجير القصري وهذا يعد امرا خطيرا وخطا احمرا لمصر لن تقبل به تحت اي ظرف من الظروف نجدد مره اخرى الشكر للامم المتحده ومنظماتها الانسانيه على مشاركتها في استضافه هذا المؤتمر جنبا الى جنب بالحكومه المصريه وادعو السيده امينه محمد لالقاء كلمتها
[7:40]Thank you. Ladies and gentlemen of the media, I thank Egypt, President Sisi, and Minister Abdul Latif for hosting today's conference and for Egypt's leadership as the
[8:15]leader to make this happen, to make this conference happen. There is no moral justification for what is happening in Gaza, and nothing has come close to that.
[8:35]And there is nothing that should be allowed to be in our way to address these needs that are very, very dire, as the minister has just stated. The people in Gaza, more than 44,000 have died. Thousands are missing. Millions have been displaced multiple times. The humanitarian crisis is just that—a crisis, and a man-made one. The entire population of Gaza is confronting famine. The health system has collapsed. Children are starving. Women cannot give birth safely. This is not sustainable.
[11:07]It is not sustainable without UNRWA. UNRWA is the lifeline to over 2 million Palestinians. And without them, it is unthinkable. We have to push and get the ceasefire now, and sustain it. We have to continue to provide the assistance now and rebuild the future for the children of Palestine and for the people of Palestine.
[12:12]Ladies and gentlemen, distinguished members of the media, I thank Egypt and the UN for their cooperation and for hosting this conference. And I hope to continue the work to help the people of Gaza.
[12:50]Now the time is running short. We have a lot of items to cover. And so I would like to introduce the next speaker. Ladies and gentlemen, please welcome my colleague, the Minister of Foreign Affairs, of Egypt.
[13:08]شكرا سعاده الوزير و مصر بتبذل قصار جهدها من الواضح وتجلى ذلك في هذا المؤتمر على المسار الانساني والدعم الانساني لقطاع غزه وايضا على المسار السياسي هل لدى القاهره تصور او افكار تتعلق بوقف اطلاق النار في غزه؟ هل هناك اتصال بالجانب الاسرائيلي؟ هل يتم الحديث مع حركه حماس لتهيئه اليوم التالي لوقف اطلاق النار اذا ما حدث ذلك؟ لان الجهدان يتواصلان من القاهره شكرا جزيلا وبالفعل الجهد المصري لم يتوقف ولو للحظه الجهد المصري متواصل ومستمر الهدف الاساسي هو حقن دماء الشعب الفلسطيني نفاذ المساعدات وقف فوري لاطلاق النار الجهد مستمر والاتصالات مستمره للتوصل الى صفقه والامور يعني واضحه للعيان
[14:26]كل ما ينقصنا كما ذكرت اكثر من مره هو الاراده السياسيه لدى الطرف الاخر نستمر في اتصالاتنا ولن نتوقف عن هذه الاتصالات حتى نصل الى هذا الهدف هناك بالتاكيد افكار مصريه محدده ونتشاور بشانها مع اشقائنا العرب فيما يتعلق ب المرحله الان الانيه التي تتضمن وقف فوري لاطلاق النار ونفاذ المساعدات نتكلم على ما يسمى باليوم الثاني وهناك افكار محدده لتمكين السلطه الوطنيه الفلسطينيه حتى تتولى اداره قطاع غزه وكما ذكرت هناك بالفعل وفدان لحركتي فتح وحماس هنا في القاهره يتداولان يتشاوران لسرعه التوصل الى تفاهم مشترك فيما يتعلق باداره الامور الحياتيه في قطاع غزه تحت السيطره الكامله للسلطه الوطنيه الفلسطينيه والحكومه الفلسطينيه حتى يتم اداره كما ذكرت الامور الحياتيه وايضا تنفيذ بعض مشروعات التعافي المشترك وبالتالي يتم تمكين السلطه الفلسطينيه بشكل كامل لتولي الامور بشكل واضح وكامل بعد انهاء الاحتلال الاسرائيلي وهناك ايضا خريطه طريق واضحه للتحرك نحو اقامه الدوله الفلسطينيه ما ينقصنا هو العمل على توفر الاراده السياسيه لا بد ان يكون هناك افق سياسي اطار زمني محدد يقود الى حل الدوله الفلسطينيه وهذا الامر يعني واضح كما ذكرت ونتعامل مع كل القوه ان كانت الدول الشقيقه او الدول الصديقه للدفع في هذا الاتجاه
[16:42]الاستاذه راندا يمكن انا لدي سؤالين سؤال الاستاذه امينه هل سيكون هناك دور للامم المتحده اذا ما فتح معبر رفح في ادارته من الجانب الفلسطيني؟ وايضا لدي سؤال لحضرتك طبعا الامور لا يمكن فصلها ما يحدث في سوريا الان ربما يؤثر او سيؤثر على الاحداث في غزه بحيث انه ياخذ منها الانظار وتتراجع الاهميه دوليا وممكن ان يعني يمتد الموضوع اكثر بصوره اقليميه اكثر من يتعدى موضوع سوريا فعايزه يعني اجابه من حضرتك ومن معالي الوزير شكرا Well, there are, I think, a year ago the warnings for Palestine to make to take care for the best of the people in Palestine, in Gaza particularly.
[17:39]The suffering of the people in Gaza is just unthinkable. They have died, more than 44,000 have died. Thousands are missing. 90% of the population have been displaced multiple times. It is also unconscionable that those who would seek peace and security, and to live side by side with the people of Palestine are also being pushed back. So we have to understand that this is something that is man-made, and therefore we can address it. We will with UNRWA and other partners continue to press for the ceasefire and to allow humanitarian aid to enter into Gaza. This is what we will do and we must continue to do this.

[18:47]We will with UNRWA and with other organisations work very closely with the Palestinian authorities in that regard.
[18:59]This is to strengthen the humanitarian response as the Minister has said before, this conference is under the patronage of President Abdel Fattah El-Sisi and the Secretary-General of the United Nations. And we are working to rally and mobilize all available international resources to work on achieving an immediate ceasefire and then to prepare the conditions for the reopening of the Rafah crossing and its opening from the Palestinian side after the Israeli withdrawal. And in this case, we will need thousands of trucks, if not daily.
[19:47]And therefore, this is the goal of this conference at this precise and very important time. And certainly, the situation in the Gaza Strip is extremely serious. Of course, what happened and is happening now in Syria is very worrying, and Syria is an Arab sister country and we certainly cherish it. And we are keen to preserve Syria as a state, Syria as institutions, and we also preserve the unity of the Syrian territories and the Syrian sovereignty and the regional unity of Syria. There are intensive contacts made by Egypt with all parties, whether Arab or also other influential regional and international parties.
[20:50]The efforts are continuing with the aim of containing this situation and working to spare Syria any risks of threatening the security and safety of innocent Syrian citizens and providing them with full protection. So this effort will not stop at all and will continue, and certainly if there were many crises in the region and especially in the Egyptian vicinity, whether from the east or the west or the south, Egypt will not stop for a moment from playing its role and responsibility to be and continue to be a pillar of stability and work to resolve these conflicts. Certainly, what is happening in Syria concerns us, concerns Egypt, and concerns all Arab countries, and therefore we must work to quickly contain the situation there so that it does not have very serious repercussions on the neighboring Syrian countries and on all Arab countries. Last question, because we must start Ms. Suzy Gnedy, excuse me.
[22:18]Thank you, Mr. Minister. Mr. Minister, Egypt always stands by the Palestinian cause and tries to achieve a ceasefire now. Do you think there is a horizon for trying to reach this soon, especially since there are statements issued by the ministers in the Israeli government talking about forced displacement of Palestinians now? Thank you. Thank you very much, as I mentioned before, this issue is, as I mentioned, a red line for Egypt and also a red line for the Hashemite Kingdom of Jordan. The two countries will not allow and will not accept any displacement, whatever its type or form, whether from the West Bank or from the Gaza Strip. Palestinians have their land and they have their homeland, and they should not and cannot accept any displacement of Palestinians from their lands.
[23:54]Its main goal is to liquidate the Palestinian cause. This is the goal that is followed by the work on repeating the slogans of displacement, as I mentioned.
[24:08]We will not accept and will not allow the liquidation of the Palestinian cause. There is no justification and no justification that compels the residents to leave their homes and leave their lands. And therefore, as I mentioned again, this is a red line for us and for Jordan, and we will not accept under any circumstances its occurrence because it means practically, verbally and actually the liquidation of the Palestinian cause, and this is unacceptable.
